This is partly to clarify, since it may not have been clear (what with all his gloating), but the Necromancer had intended to raise inferi armies simultaneously at Hogwarts and Jerusalem. Since Mohammed drained the conduit, he could only use one power source instead of both. Not to mention running out of options as Harry's attack force nearly had them.
