Disillusionment charms make one invisible, of course (sort of on the order of cloaking devices in fiction (and, if news reports be true, soon in real life), where you can kind of see a shimmer or a weird bulge if you look really closely. But, most of the time, it's like being invisible.)
(Westron was the common language used by most people in western Middle-Earth during Lord of the Rings. It would, consequently, be used by Bilbo, Frodo, and Sam in writing the Red Book.)
